Insurance agent Kaleb Hoover pleaded guilty via an Alford plea and has been sentenced on one count of felony insurance fraud. The Senior Health Insurance Benefits Advisors (SHIBA, part of the State Health Insurance Assistance Program, or SHIP) submitted a complaint to the Idaho Department of Insurance (DOI) from a consumer who said that Hoover switched her Medicare Advantage (MA) plan to a different insurance company without her knowledge or permission. A DOI investigation determined that Hoover changed the MA plans of multiple consumers without their knowledge or permission.
